In June, 2003 citizens of the State of Texas voted in favor of Tort Reform through Proposition 12 which created a cap of $250,000 for non-economic damages and $750,000 for punitive damages in medical malpractice cases.  Tort reform stirs many emotions with people on both sides of the fence.
